How to Apply for an Investment License

Foreign Companies or investors who wish to invest in Laos shall fill out application forms available at the investment Promotion Division of the Department for Promotion and Management of Domestic and Foreign Investment or at Department for Planning and Investment of municipalities, provinces and special Zones. Application forms and instruction are free of charge.

Investment application form :

•  Investment Application Form

•  Articles of Association of the Company

•  Joint- Business Agreement (in the case of a joint Venture)

•  Feasibility study of the project proposed

•  Statement certifying the legal and financial status of the company/entity

Things investors shall submit with their application forms :

A letter of intent addressing to the Chairman of the Committee for Promotion and Management of Investment (CPMI);

  1. For a joint Venture project: an agreement or any other legal obligations between investors;
  2. Appendices;
  3. In the case of an individual investment:

•  Copy of Passports and CV of investors, and

•  A Financial Statement issued by a bank;

  1. In the case of a business expansion: Copies of Company's license and profiles
  2. Letter of Authorization, if any.

Faster investment License Approval

•  15 working days for promoted sectors

•  25 working days for promoted sectors with some restrictions

•  45 working days for large scale projects

Submitting Application Form:

oreign Investors shall submit their application forms and attached document s at the Application Form Receiving Unit, Investment Promotion Division or at Department for Planning and Investment of municipalities, provinces and special zones. Officials at those offices will then check for the completion of the documents and issue application completion certificates to the investors. Places note that there is no application submission fee.
